Organizational Context 

The Snr. Shelter Associate, under the direct supervision of the National Shelter Coordinator, shall ensure the technical integrity of shelter and infrastructure projects in accordance with the National Shelter Strategy 2017-2020, and the relevant regional Transitional Shelter Guidelines. 

Accountability 

  • Support the National Shelter Coordinator in ensuring regular coordination of shelter partners in order to ensure harmonisation of approaches in shelter projects.
  • Support Sub Offices in needs assessments in terms of site selection, shelter and infrastructure projects.
  • Review in coordination with the respective Sub Offices, that the application of agreed standards to all construction works is achieved.
  • Review in coordination with the respective Sub Offices, that the projects are completed according to the agreed time schedule and this in a cost-efficient manner.
  • Ensure that shelter projects are regularly monitored, evaluated and documented.
  • Ensure that the progress on shelter projects is reported on and compiled on a monthly basis. 

Responsibility 

  • In coordination with Sub Offices, provide support and advice on all technical matters, including site planning, shelter and infrastructure planning.
  • Assist in evaluating the needs and resources of refugees in terms of shelter and infrastructures with the participation of the communities, taking into consideration the shelter partners views and assist in the definition of appropriate solutions.
  • Support shelter and refugee camp relevant emergency responses, following UNHCR and local humanitarian standards.
  • Provide support to the programme team on the evaluation of shelter related project proposals.
  • Support the Sub Offices in the preparation of technical documents such as, bills of quantities, drawings, time, cost and market analysis, as well as provision of regular project monitoring and evaluation procedures.
  • In collaboration with Project Control and Sub Offices, facilitate the validation of expenditures against construction projects.
  • In coordination with the respective Sub Offices, undertake field missions and support actively shelter/infrastructure, site planning and related projects.
  • Contribute to development of UNHCR shelter strategy, guidelines, manuals, standard operating procedure, proposals, reports, and related technical documents.
  • Support tender and bidding procedures, and assist if and where required the Sub Offices in the selection of contractors.
  • In coordination with the Sub Offices, support the procurement of required material, equipment and tools needed for the project implementation.
  • As and when it is required, assist in facilitating/conducting trainings for partners and UNHCR staff on shelter related matters.
  • Represent UNHCR in sector related meetings.
  • Undertake other duties as required within the technical framework of this post.

Authority 

  • Liaise if required, on shelter related matters in coordination with the relevant Sub Offices with implementing, operational partners and local authorities on behalf of UNHCR. 

Essential Minimum Qualifications and Experience 

  • Completion of secondary education with post-secondary certificate/training in Civil Engineering with expertise in/focus on shelter construction.
  • Minimum 6 years of previous job experience relevant to the function.
  • Very good knowledge of written and spoken English.

  • Communication and co-ordination skills.

  • Ability of strategic planning, and visionary thinking.
  • Leadership skills and field experience, combined with a high level of independency.
  • Technological awareness.
  • Computer basic knowledge of the common Microsoft programs and knowledge on the use of computer aided design tools, incl. familiarity of GIS and GPS tools.
