Operational Context

The WASH Associate will be supervised directly yet remotely by the Programme Officer. He/she will perform a variety of functions related to field activities of WASH within the operation. The supervisor defines general work objectives and provides necessary advice and guidance. The WASH associate will not have any supervisory role.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs, to ensure provision of services and resolution of problems with external contacts generally with officials of ARRA, national and international organizations, leaders of the refugee communities, local population and/or Implementing Partners on subject matters which may be of importance to UNHCR.

Accountability

- UNHCR's policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR);

- The needs of persons of concern in the AoR are assessed and analysed in a participatory manner and using an Age, Gender and Diversity perspective to form a firm basis for planning.

Responsibilities

- Monitor the situation of WASH in the Tigray and Afar camps (AoR), collect data and other information relevant to UNHCR and report to the supervisor as appropriate;

- Monitor the implementation of UNHCR WASH programmes including the delivery of all assistance items and monitoring of infrastructure;

- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups;

- Keep regular contacts with local authorities and implementing partners as requested by the supervisor;

- Arrange and or participate in coordination forum in SOMEL (WASH, Public Health and inter-agency meetings)

- Collect monthly WASH data from partners and submit online (TWINE) or in soft copy using the monitoring template

- Support partners in conducting KAP survey using mobile technology in line with the new procedures

-Collect, compile and submit bi-weekly and monthly reports to UNHCR Melkadida office

- Participate in monitoring exercise as part of the SOMEL multi-functional team (MFT)

-Periodically update WASH facilities data from area of operation.

-Undertake other relevant duties as required.

Authority

- Negotiate with local authority counterparts, partners and populations of concern;

- Represent UNHCR in physical monitoring projects

Essential Minimum Qualifications and Experience

Education and Job experience

- Completion of secondary school education with post-secondary training/certificate in Civil, Water or Environment Engineering, or related field;

- Minimum of 6 years of previous job experience relevant to the functions;

- Excellent computer skills;

- Excellent knowledge of English language

- Knowledge of local Language essential

- Stakeholder Management;

- Hygiene promotion (communication for development)

- Knowledge of local languages is desirable
